The Toyukai is heavily influenced by the Sasashima Foundation, which controls the center of Japan. After Hasegawa is killed by Toura of the Hassei-kai, Himuro and Tamura notice that the money that the local bank had previously lent to the Hassei-kai has gone uncharted.
